EU SCCS Confirms Safe Use of Heliotropin in Adult Fine Fragrances

The European Scientific Committee on Consumer Safety (SCCS) has issued a preliminary opinion regarding the safety of Heliotropin (CAS No. 120-57-0), a fragrance ingredient widely used in perfumes and cosmetic products. Heliotropin, also known as piperonal, is valued for its sweet floral scent and its ability to enhance and stabilize fragrance compositions.

According to the SCCS assessment, Heliotropin can be considered safe when used at concentrations of up to 1.8% in fine fragrances intended for adults. The evaluation took into account concerns related to the substance’s potential classification as a Category 1B reproductive toxicant under the EU CLP Regulation. Despite these concerns, the SCCS concluded that the available scientific data support its safe use under the specified conditions.

The opinion is currently open for public consultation until 15 June 2026. The outcome of this consultation may influence future regulatory decisions regarding the use of Heliotropin in cosmetic products across the European Union.

This assessment highlights the EU’s science-based approach to cosmetic ingredient safety, balancing consumer protection with the continued use of important fragrance materials in the perfume industry.
