Canada is implementing new fragrance allergen labeling requirements to improve transparency for cosmetic consumers. Under the updated Cosmetic Regulations, certain fragrance allergens must now be clearly declared on product labels, bringing Canadian requirements into closer alignment with those of the European Union.
Under the new rules, fragrance allergens present above 0.01% in rinse-off products and 0.001% in leave-on products must be listed individually in the ingredient list. Labeling requirements for an initial list of 24 allergens took effect on April 12, 2026. Beginning August 1, 2026, the number of fragrance allergens subject to mandatory disclosure will increase to 81. Existing products have until August 1, 2028, to comply with the new requirements.
The regulation is intended to help consumers with fragrance sensitivities make more informed purchasing decisions while enhancing ingredient transparency. It also provides certain labeling flexibilities for small-package cosmetics, allowing ingredient information to be supplied through alternative methods where appropriate.
