With Commission Regulation (EU) 2024/1328, the existing REACH restrictions on cyclic siloxanes known as D4, D5 and D6 have been expanded.
Scope of the Regulation
D4, D5 and D6 are considered substances of very high concern (SVHC) due to their environmental persistence and bioaccumulation properties.
With the new regulation:
- The restriction, which was previously limited only to wash-off products,
- Has been extended to cover all cosmetic products.
Concentration Limit
- Maximum permitted concentration for D5 and D6: 0.1%
- This threshold will apply to all cosmetic products, including leave-on products.
Critical Deadline
- Date of application of the new requirements: 6 June 2027
- After this date, products exceeding the limits will no longer be allowed to be placed on the EU market.

This regulation is particularly critical for the following product groups:
- Leave-on cosmetic products
- Hair, skin and make-up products containing siloxanes
