The European Commission has issued a new mandate to the Scientific Committee on Consumer Safety (SCCS) requesting a safety assessment of hydroxycitronellal and several newly identified fragrance allergens intended for use in cosmetic products.
This mandate follows the regulatory developments related to fragrance allergens under Regulation (EC) No 1223/2009 and reflects the European Commission’s ongoing efforts to ensure a high level of consumer protection through updated scientific evaluations.
According to the mandate, SCCS is requested to assess the safety of hydroxycitronellal and additional fragrance substances under current conditions of use in cosmetic products. The evaluations will consider available toxicological data, exposure scenarios, sensitization potential, and other relevant scientific evidence.
The assessments are expected to support future regulatory decisions regarding fragrance allergen labeling requirements and potential restrictions within the European Union cosmetics framework.
The SCCS opinions resulting from this mandate may contribute to future amendments of the Cosmetics Regulation and could have implications for cosmetic manufacturers, fragrance suppliers, safety assessors, and regulatory compliance teams.
