The European Commission has issued a new mandate to the Scientific Committee on Consumer Safety (SCCS) to assess the safety of Cyclamen Aldehyde (CAS No. 103-95-7), a fragrance ingredient widely used in cosmetic products.
Cyclamen Aldehyde is commonly used as a fragrance ingredient, particularly in fine fragrances and other scented cosmetic products. At present, the substance is not subject to any specific restriction under the EU Cosmetics Regulation. However, in October 2025, the Risk Assessment Committee (RAC) of the European Chemicals Agency (ECHA) recommended classifying Cyclamen Aldehyde as Reproductive Toxicity Category 1B (Repr. 1B).
Following this recommendation, an application was submitted to the European Commission under Article 15(2) of Regulation (EC) No 1223/2009, supporting the continued use of Cyclamen Aldehyde under specific conditions. The application proposes its use exclusively as a fragrance ingredient at concentrations of up to 0.40% in fine fragrances and 0.20% in body lotions.
Based on the submitted scientific dossier, the European Commission has requested the SCCS to evaluate whether these proposed uses are safe for consumers. The Committee has also been asked to identify, where appropriate, alternative safe concentration limits and any additional scientific concerns related to the substance.
The SCCS adopted this mandate by written procedure on 8 June 2026, and its scientific opinion is expected within nine months. The outcome of the assessment is expected to play a key role in determining the future regulatory status of Cyclamen Aldehyde under the EU Cosmetics Regulation.
